How a grid within a grid could work for Civ [Long post]

1) Intro

1.1 The Basics
So first let me explain how this would work. Basically, there are hexes, the little hexagons that make up the map, and then there are tiles, conglomerations of seven hexes, one in the middle and six around the outside. Everything in civ games so far has happened on the same level, since a hex and a tile were the same thing. With tiles made of seven hexes, the existing systems would be split between the hex level and the tile level. Units are would be shrunk down to the hex level, so that archers can shoot over a river, not a sea, and other things would be kept at the tile level, like expanding your borders and building improvements or districts. You would not “toggle” between two views; everything is taking place on the same map. You would just have more granularity for tactical decisions.

This creates one major problem though and is the reason I think Firaxis have avoided creating a system like this. A large component of civ combat is terrain bonuses. If your warrior is facing off against an enemy warrior, your tactics are going to depend heavily on the terrain. You might want to duck into some woods or stand on some hills for a defensive bonus. Alternatively, you might see that they’re standing in a marsh, and choose to attack while their positioning is weak.
With large tiles of similar hexes, you would often find yourself in a situation where you and your opponent are standing on the same terrain, and all available terrain is also the same. That key element of combat would vanish. I’ve thought of a solution that I’m going to call “tile splatter.”
1.2 Tile Splatter
The basic idea of tile splatter is that tiles would randomly swap their outer hexes with adjacent tiles, while the hex in the centre doesn't move. This makes each tile look less like a hexagon made of smaller hexagons, and more like a random paint splat or something. No hex ends up more than two hexes away from the centre of the tile. Nonetheless, the tiles still tesselate like hexagons, and so most gameplay systems can be left unchanged. At the smaller hex level though, there’s still variety in your immediate surroundings.

You can see that the world looks much larger and more interesting, but it isn’t actually any more complex. Yields would all be the same because they’re on the tile level. Only unit movement is affected.

You can see that each hex in a tile shares the same terrain type, features and resources. No tile ever has a hex further than two hexes from the centre.
1.3 Improvements, Cities and Districts
The centre hex of a tile is where a builder needs to go to build an improvement. When they build it, every hex associated with the tile is upgraded visually, but since yields are attached to tiles and not hexes, this has the same effect as a tile being improved in civ 6.
Citizens either work the tile as a whole or they don’t. They can't work one hex of a tile and not another. If a tile is being worked, then every hex acts as though it’s being worked. If an enemy unit wants to pillage the improvement, they must also go to the central hex.
Improvements relating to movement cost or defensive bonuses are built on specific hexes however, mostly by military engineers. Roads could still be created by trader units as they move across the map. They do not affect tile yields at all, only the properties of that specific hex.
Cities and districts are still hexagonal; I think it would be too tricky to make them splatter too. Just the same way a builder has to travel to the centre of a tile to build an improvement, a settler has to reach the centre hex of a tile to found a city there. Enemy units have to attack this central hex to take the city. Like they’re storming the keep.
Individual buildings can now be built on their own hex inside the district tile, making them feel larger and more important. This would also have your districts expand visually over the course of the game, making urban sprawl occur not just as you build new districts, but with every new building. It would also then be possible to pillage or defend specific buildings in a district during combat.
Since building districts on adjacent tiles creates roads between them in Civ 6, it’s also fair that roads should be created between districts, making the larger map more navigable for units than it might first appear.
Any hexes a district takes from another tile are just ignored. Yields don’t change, there’s no need. Any hexes that belong to the tile the district is built on, that end up outside the district, are just left to their natural state. If you build a district on rainforest hills, there might be some rainforest hill hexes poking out around the edge of the district. That's okay.

Unfortunately, here districts still only take up one hex, rather than a full tile. You get an idea of the scale though. Each city has only claimed the tiles immediately adjacent to the city centre, plus one water tile each. (Weirdly also one hex of a rainforest tile was taken by Xi’an, and one hex of forest was taken by Beijing, I don’t know why.) The two cities are only five tiles apart, but they are many hexes apart. You can see that one farm improvement was built on the wheat tile, so now every hex looks like farmland.
It looks like there’s a good campus location in the mountain range, but that’s just a hex. Campuses are built on tiles, not hexes. The small districts in this mock-up are misleading. You should look for open space next to a mountain range for a place to build your campus. (It could still be a good place to send Galileo though.)
1.4 A big list of what ends up where
So, here are all the things that would stay on the tile level:
  1. Terrain types (desert hills, ocean, mountain, etc…)
  2. Features (woods, rainforest, reef, etc…)
  3. Resources (bonus, luxury and strategic)
  4. Improvements that affect yield (farms, mines, pastures, etc…)
  5. Cities and districts
  6. Citizens and what tiles they work
  7. Border expansion (through gold or culture)
  8. Coastal flooding
And here are things that can be done on the smaller, hex level:
  1. Unit movement and combat
  2. Rivers (more on that later)
  3. Improvements that affect movement cost or defence (roads, forts, great wall, etc…)
  4. Buildings within districts
  5. Barbarian camps
  6. Tribal villages
  7. Cliffs
Ones I’m not sure about:
  1. Natural wonders (Eye of the Sahara should obviously be tile-sized, where delicate arch is much smaller. Might affect adjacency bonuses too.)
  2. Man-made wonders (I like putting them on tiles and meeting the placement requirements, but they would end up being fucking massive. Maybe there’s a way to do both? I dunno.)
  3. Natural disasters (Volcanoes, droughts and hurricanes should be tile based, tornadoes should be hex based. River floods?)
  4. If disease comes back it’ll probably have to work differently than the black death scenario anyway, would be a good feature though. Trade is OP right now with no real risks or downsides
  5. Sieges (Should you have to surround the entire city tile to put the city under siege, or just the central hex? Is it possible to have two levels of siege, one for each, or is that too complicated? Seems like you’d need too big an army to put a whole tile under siege.)
  6. Appeal

2) Advantages

So… why do this? What does it get you? The more I think about it, the more I realise how fundamentally such a simple change could affect almost all of Civ’s systems. I’ll go through the advantages here.
2.1 Realism
Right now the scale of units and cities to their surroundings is all off. Archers can shoot over whole cities, while rivers are too small to sail down. The panama canal can stretch across whole continents and a single holiday resort is the same size as a whole city. It’s really weird.
You might say that realism doesn’t matter that much, and that civ is a strategy game, not a simulator, and I’d agree. But it’s not an abstract strategy game like chess or tic tac toe where the pieces are just colours or shapes. The historical, real world theme is part of what makes it fun. Why not have a slightly more realistic scale to go along with that? Suddenly you’re not conquering a blob that kinda resembles the UK, you’re conquering the actual UK.
2.2 Navigable rivers
In one of the livestreams the devs were asked what their favourite scenario maps were. They chose Gifts of the Nile from Civ 6 and the US Civil War map from Civ 5. Both maps were notable for having navigable rivers, which makes me think that this is something the devs would like to see in their game. How would navigable rivers work? Basically, like naturally occurring canals which snake across continents.
I’m imagining that movement cost for naval or embarked units would increase the further the river got from the coast, to simulate the effects of the river becoming narrower and shallower. It shouldn’t be easy to get a frigate to sail up the Amazon. Maybe Viking longships, or embarked scouts with a “kayak” promotion could halve this movement cost.
Actual canals would also be pushed down from districts to hex level improvements, and could connect rivers together, as well as lakes and oceans. Not sure about dams and aqueducts.
2.3 Navigable mountains
Just because of the way splatter randomly comes out, a line of mountain tiles might splatter out into the tiles next to them, swapping with non-mountain tiles and creating a mountain pass a single hex wide. The mountain range would still be intact from a tile based perspective, but individual units could still get through, which is nice.
2.4 Less unit clutter
Right now it’s possible to have a city with a naval unit, a great admiral, a civilian unit, a religious unit, a military unit, a support unit and multiple traders all on the same hex. This clutter creates visual confusion for new players and still annoys experienced players because it blocks the ranged strike button. With each tile having seven hexes instead of just one, units would be spaced out more often, and less cluttered, making it clearer who is where.
There would also be less variance of terrain or improvement types on the screen at any given time, which can help new players by reducing visual clutter. Here is the regular civ 6 image from earlier: https://i.imgur.com/w4xVUDp.png

There’s rice, jungle, stone, mountains, plains, wheat, crabs, woods, etc… in the top image. The map on the bottom includes all of that, all the same tiles, but if you zoom in to the same level as far as hexes are concerned, there’s a lot less to worry about. Just some rice, wheat and plains.
2.5 Less abstraction
In one of the early dev diaries for Civ 6, they mentioned the reasoning behind giving districts and wonders their own tiles as taking things out of menus and putting them into the world itself. I think they really wanted players to feel connected to the map like it was a physical place. They’ve succeeded to some extent, I don’t think we’ll be getting rid of districts in any future civ games, but I think it can go further. Right now they’re limited in what they can pull out of menus and put into the world, because it would create too much clutter, either with units as mentioned above, or with taking up tiles and hexes, since anything that takes up just one hex takes up a whole tile in Civ 6.
If you have seven hexes to a tile though, you can start pulling way more stuff out of menus and it won’t clutter the game world up too much. Governors, envoys, spies, even leaders could all be physical units that move about the game world. Religion already functions like this with missionaries, apostles, inquisitors, warrior monks and gurus, (and rock bands?) why not do the same with science and culture, sending researchers to foreign lands or sending performers on tour? Your spies could disguise themselves as archaeologists, traders or rock bands in order to sneak into enemy cities. Suddenly, open borders actually matter for more than scouting or military purposes.
I don’t know if all of these are good ideas, but they actually become a design option now. I’m sure there are possibilities I can’t even think of. Less fiddling around with obtuse menus and more moving physical things around on the same screen you’ve gotten used to would also make the game more approachable for new players without sacrificing any depth.
2.6 More distinction between small and large cities
A small city with 1 pop functions almost the same as a city with 20 pop in civ 6. It’s probably going to be less developed and less valuable as a result but capturing or interacting with it is basically the same. With seven hexes to a tile, a small city takes up just the middle hex of its tile, where a larger city has buildings in all the surrounding hexes, inner and outer walls, and all of its districts have begun to sprawl over multiple tiles too. You go gradually from a few isolated settlements to a legitimate urban sprawl.
2.7 Urban warfare
Since you have to capture the central hex of a tile to capture a city, a siege plays out pretty much the same way as it already does in Civ 6. I guess cities could build inner and outer walls, to give an extra line of defence, but at the end of the day it’s just one hexagon that needs surrounding, bombarding, and invading. Attacking units could even spend their time sacking the city while you defend your palace from total defeat.
Coastal cities should have an automatic canal hex so that they can produce naval units, so that leaves them vulnerable to naval attacks. Any cities founded on or near rivers are also vulnerable to attacks by boats like never before.
2.8 More uses for military engineers
Right now all the improvements a military engineer builds take up a whole tile, which means they have to be pretty great to be worth it. If military engineers can instead improve individual hexes, just 1/7th of a tile, then suddenly you can get a lot craftier about the things they can create, since they cost less real estate. Maybe they can leave traps or lay mines for invading armies? Leaving a tile unused because you want to blow up some infantry is madness in Civ 6. Not anymore.
2.9 More navigation options
The distances between tiles are obviously going to be larger with this change, but not seven times larger, that’s just area. Two tiles that are adjacent would have their centres three hexes apart now.
If these tiles are districts that should create roads, then roads should automatically appear on those hexes, making urban areas quickly develop road networks that speed up unit movement across the larger world. Roads may also have to lower movement costs even further to make navigating the map less frustrating.
Navigable rivers would also act like highways through the world, since water doesn’t have the same drawbacks to movement as land hexes can, especially with hills, forest and marsh. You might find that you can get about almost as quickly as you could before.
Pillaging a bridge would be a viable tactical option to slow an invading army.

3) Problems this creates

So obviously there are reasons this hasn’t been implemented in a civ game already. Here are some problems I can’t figure out solutions to:
3.1 Difficult to parse
I’ll be the first to admit, it’s not immediately obvious where one tile ends and another starts. This will cause issues for planning district locations and estimating adjacency bonuses. Maybe a lens could be created that highlights each tile a different colour and shows where the centre is? It’s not really an ideal solution though.
One solution could be just to tone down how much tiles splatter. I was only giving tiles a 1/4 chance of not swapping. If that chance was raised higher, the map would look more like this, and less like this. Some tinkering would be necessary to get the balance right.
3.2 Movement speed
Movement speed is going to have to be increased somewhat to make up for the larger map but multiplying all units’ movement points by three seems like an overreaction that would create as many issues as it solves. I’m in a multiplayer naval game right now, and large-scale naval combat basically consists of units with way more movement than visibility range popping out from somewhere you couldn’t possibly see them and ambushing one of your ships. Then your ships pop out of somewhere they couldn’t possibly be seen and ambush theirs. It’s fine but it’s not great. I wouldn’t want the same thing to happen to land combat.
You could balance this by increasing visibility as you progress along the tech tree. Maybe Military Tactics gives +1 visibility to all units and then Flight gives another +1? Maybe zone of control would also need to increase to prevent faster armies from just avoiding slower ones and going straight for the cities? I don’t know, it would need testing.
3.3 Rebalancing production and movement
The bigger issue is trying to balance production costs and movement. This is already funky with different game speeds. Right now, on marathon speed, if you build up a big enough army and invade someone, they simply do not have the time to produce enough units to fight back, even though the same invasion might be easily foiled on online speed.
With movement being slower relative to the size of the overall map, production would have to be rebalanced all over again, and I’m not entirely sure what affect this might have. Faith and gold costs would also need to get rebalanced, even though some things, like purchasing buildings, aren’t affected by movement costs at all. It’s possible that this could all get too screwed up to function.
3.4 Navigable rivers
Navigable rivers would have to avoid hexes on the centres of tiles, since that’s where improvements get built, barbarian camps spawn, or districts get created. They might also make district expansion an issue, since buildings are going onto their own hexes now. What happens to a river going between through a district and taking up half the hexes? Is it possible to build a system where rivers always leave enough space for potential buildings? I don’t know.
Apparently flooding rivers were a nightmare to get right in Gathering Storm even with rivers as simple as they are in Civ 6. I don’t even know if they should flood hexes or tiles, let alone the programming challenges the team faced getting canals and natural disasters to function as it is.
3.5 Messy Borders
Tiles swapping hexes with other tiles is going to create some weird borders with other civs, where a little bit of your tile is in their territory, and a little bit of theirs is in yours. I don’t know if that would actually create gameplay issues, but it could cause visual confusion and is generally just annoying.
3.6 Programming all of this
All of this is easy enough to just dream up, but actually implementing this into the game is going to be a nightmare.
Consider how farm improvements pleasingly knit together visually. Since splattered tiles aren’t a fixed shape, every improvement will have to be done visually, hex by hex, and then knitted together to create the unique tile. Maybe even the hex in the centre will also look unique, I don’t know. You’d have to figure out how to knit together lumber mills, mines, seaside resorts, pastures, golf courses, camps, ski lodges, moai, fishing boats, etc… Those are just man made improvements. Naturally occurring terrain, features and resources like fish, hills, spices, crabs, reefs, cows, mountains, marble, copper, whales, etc… would also all have to be stitched together to create one coherent tile made of seven smaller hexes. Then it’s possible that tiles would have to stitch together with each other. That’s a lot of work and I don’t know if that’s doable. It might take the art department too many man-hours.
And then there’s just the programming challenges and the bugs that this threatens to create. What if one action that should count hexes counts tiles and ends up creating a massive issue. Or what if terrain generation becomes too difficult for rivers to form properly. What if natural disasters like coastal flooding can’t be implemented or if the game just plain can’t run on the systems firaxis are targeting. I’m sure there are other issues I’m not even aware of, so if something like this ends up in a civ game in the future I’m going to be so impressed with the team and all the work it must’ve taken.

4) Am I crazy?

Anyway, I’m in quarantine and I obviously have nothing better to do. That’s my thoughts on what an expanded movement grid for civ could look like. Just wanted to get it out of my head. Part of what I like about games is just imagining how they might develop in the future, so if this seems crazy to you just know that it’s fun for me. I’m not expecting all of this to actually get implemented, I just think that some of these ideas are neat. What do you think?
